Power, Weakness, Uncertainty:
The New Global Instability
The wave of cooperative optimism around the world that came with the end of the Cold War has given way to new pessimism in many different parts of the world simultaneously, including now once again in Europe. Institutions, values and principles and even national borders that have served us well are being challenged, but with nothing obviously better to replace them. Are we entering a dangerous period of wider political and economic disintegration, or can new ways be found to manage all this uncertainty in a creative effective way?
